Pre-heat the oven to 450 °F. Place the chopped green and red peppers, side down, on a baking sheet with parchment paper. Roast the peppers in the oven for 20 to 25 minutes; or until the skins are are charred. Rotate the peppers as needed. Allow the peppers to completely cool.
Combine all ingredients in a bowl. Add the olive oil, lemon juice, salt and pepper to taste.
